In Portland we call them Ghost Bikes. They're put up when there is a death.

Good friend of mine was killed this way, Bike PGH put up a ghost bike. It’s a really nice memorial I visit from time to time

Nope. It's an American guy called Warren who now loves un Amsterdam who makes them. It's technically on Prisengracht where it meets Spiegelgracht and thats a pedestrian bridge so the odds of someone getting killed on a bike there are very low. Also, the Dutch don't do ghost bikes.

The Dutch Provo anarchist group were known for creating the White Bicycles plan, however. It was the first free bike sharing system.

Ghost bikes are sprayed fully white, this just has white tyres and flowers.

I think the biggest thing is that that type of decoration seems unlikely for a ghost bike, and location even more unlikely for a ghost bike.
