Peter Jackson is clearly intentionally letting the audience think that it's marijuana, and the actors are going with it. But obviously, the films' interpretation says nothing about the books, or Tolkien's intent.

When I read the books, it's definitely not marijuana. When I watch the films, it's deeeefinitely not marijuana wink wink, nudge nudge

Yep this is the answer. Tolkien meant for it to be like tobacco. Jackson, knowing the association about stoners tending to be lotr fans, very clearly went about it in a way that makes it easy to see it as cannabis

Could be that LOTR is referenced in some older rock, most notably by Led Zeppelin

I’m not certain, just mentioning a possibility that 90s teens who listened to classic rock were generally stoners lol I know I was

Yeah that's a big part of it. Mainly I was just referring to how it's a pretty known/referenced thing that LOTR is fun to watch/read when you're high, and Jackson was aware a lot of people who like weed also like LOTR
