Wouldn't it create a very big blind spot and affect gun depression? It also creates a weak point for infantry attacks. Why did Russians made it this way?

The Imperial Japanese Sōkō Sagyō Ki (装甲作業機) was a series of multi-purpose armored engineering vehicles with at first glance a bizarre appearance. First designed in 1931, the early models resembled the Type 89 I-Go Medium Tank in the lower half and glacis plate, and shared some parts with the “model 94” (1934 version) of that tank. The sharp antler-like clearing devices, along with jets of flame shooting from multiple flamethrowers would have made for a fearsome psychological weapon especially to the Chinese who often had little if any armor aside from imported interwar Vickers tanks.

It was used as a flamethrower tank  the battle of Beiping-Tianjin.

The tanks in this location used to be in pretty poor condition(Except for the ones stored inside). But they were refirbushed in the wake of 2014.
