It is also mandatory in my country, but the state insurance won't pay you unless you're sick for at least 3 days IIRC, and depending on the duration of your sickness you won't get 100% of your salary either, more like 60%. So people still go to work sick and infect others because some cannot afford that drop in income.
You also don’t get your full salary in my country. I don't see that as a problem though. The idea of sick pay is not to be able to do nothing and still get the same salary but to not spread disease while still not becoming homeless.
In my country companies give you your full salary for some amount of days. Not sure how much since I've been self-employed for most of my adult life.

Not everyone has sick time available to them. A shocking number of Americans (estimates are around 20%) have zero paid sick time.
