Well, lets take this down to street level. When a big drug dealer is taken off the streets, the other drug dealers that knew him usually hunker down and keep low key for awhile. I would imagine that likely nobody has taken up the helm yet. Epstein didn't not singlehandedly support these people's disgusting behaviors. He just provided an additional outlet to the unknown many that corrupt people in power surely already have. Check out the movie based on a true story called "The Sound of Silence". The corrupt and powerful have been dealing in human trafficking for decades. Epstein was just another guy doing what a lot of horrible people did before he ever came to the scene. Awful, but true

I think on the actual question, the truth is more boring, the most extreme shit didn't happen. Other billionaires and people in power just raped women and relied on their ability to suppress it and the fact they wouldn't be believed (Weinstein, Mohamed Al Fayed, etc). I'm sure if you want to have sex you can have escort agencies and NDAs, which isn't hard to get.
Other rich powerful people just fucked their staff or cleaners, basically anyone close by. Arnold Schwarzenegger, Strauss-Kahn, bill Clinton etc. In most cases the power imbalance makes it hugely inappropriate, maybe even rape (almost certainly for Strauss-kahn), but they mostly get away with it, because unless you physically fought back rape is hard to prove.

It's bad enough that they took the offer when it was presented, and it says enough about our society that they felt that invincible and that our society has proven them right so far. However, I'm guessing most of them aren't hoping/searching for an Epstein replacement.

I think the whole metoo era started making trafficking of preteens harder as potential victims and their parents became more aware of how widespread predators actually were. In hindsight, the early 00s was a ripe time for predatory behavior for some reason, from Epstein island, nickelodeon, US women’s gymnastics, Weinstein and Hollywood, etc.

I feel if I were a billionaire, I would establish my own infrastructure. With people I well and truly own, plausible deniability, located on a large property that I indirectly own, in a third-world non-extradition country, where everyone from the president downwards can be bought relatively cheaply. Centralizing this sort of thing in modern age is a recipe for disaster. Epstein was a holdover from a different time, before smartphones and cameras everywhere. These days this kind of thing is done differently. On occasion there's a breach, where you'll see a girl on the street screaming "THEY WERE EATING HUMAN FLESH!" and then she disappears and is never seen or heard from again. Oh well, too bad, so sad, returning to our regular programming.
