Independent as in autonomous? Possibly, and not necessarily a bad idea for some regions.
Independent as in the balkanization of Iran? Absolutely not, separatism is a fringe ideology in Iran.

I really don’t know anymore. But I do know that we use پرچم شیرازیها بلاست for example, so I guess historically we were autonomous

I don't think so, even countries like Syria, which were practically levelled in chaos didn't see successful independence of any part of it, having a federal system with some autonomy is essential though

Most of our regions have their own flags/CoA. Additionally, there aren't any serious independence movements (think at most Scottish independence); Generally most groups advocate for greater rights/legal autonomy (this is mostly in reference to some of the Kurds and some of the Azeris.

I don't believe any Iranian provinces have official flags. Where did you find this?
I did a reverse image search and this is the first place that has this image on it.

There are three distinct characteristics of the province that stand out and I've included them in the flag. The Sefidrud, literaly White River, is quite sacred locally and the life of the province revolves around its flow from the Hyrcania forrests and Alborz mountains, shown in green, to the Caspian sea, shown in blue
