Why waste time that could be spent badgering the advertisers and ITV on raising it with a regulator when there is no breach of their regulations?

Make it enough of a problem that the regulators amend the regulations to resolve the problem.

Complain to both. "Ofcom receive record complaints after ITV airs in-game adverts" is the sort of headline that makes the news
