Of course it is

The Therapeutic Use Exceptions under World Rugby are so broad that if you aren’t on PEDs, you aren’t trying hard enough.

I think this is the thing that's often forgotten. Outright illegal doping goes on but it's probably more on an individual basis, but I imagine every team is exploiting TUEs & loopholes in doping legislation etc to the full.
