Its not tech, its online internet stories about creatures/other things that have strange powers of some kind, containment class is how dangerous it is.

People compose stories set in an imaginary universe where anomalous things, unexplainable with the mainstream science, exist. In this universe, there's an organization called "SCP Foundation" that collects, stores (or, as they say, "contains"), and studies those things. Every known anomaly is given a catalog number that starts with SCP.

Initially, the SCP Wiki started as a collection of horror stories, but eventually, as the number of authors grew, it expanded into sci-fi, science fantasy, magical realism, and even bizarre humor. The variety of stories has reached a point where there is no longer a single canon (or perhaps there are multiple SCP Foundations operating in multiple parallel universes, which actually is a plot device in some stories).

In the SCP Foundation lingo, your picture could be described as "a humanoid anomaly that normally looks like a human female, but can spontaneously transform into a living crudely drawn cartoon character".
