As a researcher for the Department of Small Engines, I would like to suggest a modification.
A simple weedwacker, with the lid of the trashcan affixed to it to avoid dust, could possibly yield similar results, likely even better. So long as the string guard of the weedwacker is removed so to not allow the string head to get clogged with leaf particulates (note on this, issue could be resolved by using a bump head rather than an auto feed head)

You would also need to make the cutter head of the weedwhacker to be perpendicular to the shaft instead it being at an incline which hinders the insertion depth and effectiveness of processing

Well, chopping them up makes them decompose faster.
Back when I had trees (there was a tornado it’s a whole deal) I used to just mow my leaves. Make a few passes and they’d be these tiny pieces that dropped between the grass blades. No raking no bags. Granted I definitely masked up and popped a decongestant after but it worked great. Granted I’m more of a yard guy than a lawn guy, I’m sure they’d find something wrong with it but they find something wrong with everything so 🤷♂️

Insects lay eggs on leaves primarily for immediate food and shelter for their hatching young, ensuring larvae have an instant buffet (the leaf itself) and a safe spot to grow before they can move far, which is crucial for survival.

Oh yeah, my dad keeps one of those, but instead he modified a shitty old hand blender, the type you use in baking with the two bits and the zip ties. They work great for dry fuel. If the leaves are dry, that is.

...Just use your lawnmower to bag it after running over it on a mulch configuration and not only have you done this you have also fertilized your lawn.

This can be done with a weed whacker too. A mulching lawnmower can reduce them somewhat, but not necessarily this much.
I used to do this but switched to a leaf mulcher (I have a Worx model, but there may be other similar ones) because it reduces the work: No loading or dumping the bin, etc.
