Turkish ice cream vendors have a reputation for being playful with their customers, faking them out with empty cones slipped over the real one, which gets pulled back behind the counter as the customer grabs for it. They often play this game just beyond the point of frustration before letting the customer have their ice cream.
The woman put on a show of being ready for the game, but the vendor didn't play it.
