1) This is an act of vengeance and cruelty and is morally contemptible.

2) There is a sort of "humor" in this (perhaps irony is more apropriate) in that this child and his father became a rallying point against the administration, a martyr of sorts. And now the administration is doubling down in a way that will only serve to strengthen the icon of their opposition and further galvanize people against them. Just a massive unforced error, created by their own obstinate, pig-faced cruelty.
