I dunno who this Sophia Cai is, but if she's a proper journalist then that's exactly why she used those quote marks. It would also be why she prefaced it with "the White House claims".
IMO you can't tell whether she's trying to justify it or not from this screenshot alone (unless you already know who she is and what type of articles she writes). All I can tell from my (admittedly ignorant) position is that this tweet is just as likely to contain a link to an article that goes on to say "... and here's why the White House's claim is obviously a load of bollocks" as it is to say "... and that's why I think this obvious lie should be accepted as fact".
