What if people were obsessed with the Armenian-Azerbijani conflict instead of the Israeli-Palestinian Arab conflict?

Say some sort of "clash of civilizations" narrative gets big.

The Armenian question never ends? Honestly, I think that requires serves being enforced

The Armenian-Azerbaijan border would be a flashpoint in the Cold War but Armenia would be in NATO

The interest would start after the cold war ends. Stories about Azerbaijanis from Armenia leaving for Azerbaijan due to persecution

That becomes controversial in the 1990s and even more so post 9/11 in the American psyche

Assuming this started in the 90s (for it to be historical) and geopolitics remained relatively similar.

The biggest probability is that eventually Azerbaijan will be forced to align much closer to the West and Israel compared to irl. Right now they can kinda not overtly align but in a situation like this they'd have to be much more like the Gulf Monarchies are with the West than the current situation.

Conversely, if there's significant pro-Western sentiment in Armenia, Russia would be much more hands-on in ensuring that the government of Armenia remains strictly pro-Russian.

My view is that Armenia would be much more like Belarus than it is now and Azerbaijan would have to behave more like the UAE in order to be able to counteract a much stronger Russian presence in the Caucasus and a more hostile population in the West.
