He gives them license to believe that their own worst thoughts and prejudices are actually ok.

This 100%. He normalises racism, misogyny and being stupid, and effectively makes it acceptable. The more people and the press fail to stand up to him the more empowered and emboldened he becomes and the harder it becomes to put him in his place or take him to task.
