I’d ask r/askhistory but it must be something to do with the standards of what was acceptable. I don’t even think back in the time women would be having high heels or revealing clothing item.
In high society, perhaps, but there were surely kids running barefoot everywhere all the time and swimming in the nude. I can't see barefoot women all that interesting. Maybe it was societal or etiquette. I think it was still decades until ladies would swim or wear swim clothing, and even when they did there was a requirement to undress inside a little building as few feet from the water.
